Module I

Hazardous Waste Identification and Overview

  • why compliance with environmental laws is important

  • where to get more information on how to comply

  • who inspects facilities that handle, store, treat, or dispose of hazardous waste in California and what laws and regulations are enforced

  •  what wastes are and how to classify them

  • who is legally responsible for compliance and when this liability and responsibility begins and ends

  • basic onsite management requirements for generators

  • how to find appropriate information needed to properly manage hazardous waste is emphasized

Module II

Onsite Management Requirements

  • the differences between tanks and containers and the different management requirements for each the requirements for secondary containment

  • how to determine whether a vessel is a tank or container

  • how to properly manage each and provide appropriate documentation

  • what "accumulation" is and the difference between it and "storage"

  • proper management of used oil and used oil filter

  • how to correctly apply accumulation times to various volumes and types of hazardous wastes generated

  • the basic requirements for used oil management labeling requirements

  • how to fill out a hazardous waste label both for accumulation onsite and in preparation for transport

  • the requirements for transporting hazardous waste including how to complete the appropriate shipping documents

  • how to find registered transporters and permitted offsite facilities to send the waste

  • how supplemental manifest documents relate to Land Disposal Restrictions (LDR's)

Preparedness, Prevention & Training

  • the requirements for developing a hazardous waste Contingency Plan and an employee training program

  • how to maintain adequate documentation

  • how to prepare and implement Contingency Plan and written employee Training Program

  • the requirements of the Source Reduction and Hazardous Waste Management Review Act of 1989 and subsequent amendments as they apply to the small business

Module V

Onsite Recycling & Tiered Permitting

  • the main differences between the five tiers of Tiered Permitting and what activities are eligible for each tier
  •  exemptions from permitting requirements
  • how to determine which tier applies to a facility that treats hazardous waste
  • how to determine whether various activities are considered "treatment"
  • the main differences and similarities of operating requirements for the three lower onsite tiers
  • notification and onsite management
  • how to correctly fill out appropriate notification forms
